BELFAST: Northern Ireland's two main parties reported on Friday that they had made progress in a last-ditch attempt to restore devolved government, with the Irish nationalist party Sinn Fein saying talks would conclude one way or another next week.
Northern Ireland has been without an executive and assembly for over a year since Sinn Fein withdrew from the power-sharing government, saying it was not being treated as an equal partner by the pro-British Democratic Unionist Party (DUP).

BUKAVU, DR Congo: DR Congo's army claimed Friday to have "annihilated" a rebel group in the country's chronically troubled east, killing at least 48 insurgents, capturing 150 others and winning back key territory.
The offensive against forces loyal to William Amuri Yakutumba, a deserter fighting President Joseph Kabila, saw thousands of Congolese crossing Lake Tanganyika into Burundi as clashes raged between government forces and Yakutumba rebels in the eastern province of South Kivu.

LONDON: Dubai-based companies that are owned by people with disabilities, or 'people of determination,' are set to get new business perks from the government.
The local municipality will offer UAE nationals with disabilities 'preferential' treatment at the purchasing section in the Contracts and Purchasing Department of Dubai Municipality, said a report from Dubai's state news agency WAM.

WASHINGTON/BEIRUT: US Defense Secretary Jim Mattis has dismissed concerns that the US is being dragged into a broader conflict in Syria, after a major clash with pro-Syrian regime forces in Deir Ezzor province that may have left 100 or more dead.
The US-led coalition said it repelled an unprovoked attack near the Euphrates River by hundreds of troops aligned with Syrian President Bashar Assad, who were backed by artillery, tanks, multiple-launch rocket systems and mortars.

BEIRUT: Lebanon's energy minister said on Friday there would be full exploration in an offshore energy block that partially lies in waters disputed by neighboring Israel.
Lebanon said on Friday it had signed its first offshore oil and gas exploration and production contracts for two energy blocks, including the disputed Block 9.
A consortium of France's Total, Italy's Eni and Russia's Novatek signed the agreements for the two blocks, which are among five that Lebanon put up for tender in the country's much-delayed first licensing round.

DAVAO: Philippine President Rodrigo Duterte on Friday abruptly canceled a $235 million contract to buy 16 helicopters from Canada after Prime Minister Justin Trudeau's government ordered a review over human rights concerns.
"I want to tell the armed forces to cut the deal. Do not proceed anymore, and somehow we will look for another supplier," he said of the deal for 16 Bell 412EPI utility helicopters announced by the two governments this week.
